Introduction.

Knowsley Community Messaging is an interactive, information web site. By completing the electronic application approved Recipients will not only receive information and messages from Merseyside Police but will also have the option to access other site facilities.

THIS SYSTEM IS NOT TO BE USED TO REPORT CRIMES OR INCIDENTS

To apply to become an approved Recipient please read the terms and conditions below and complete the online application form.

KNOWSLEY COMMUNITY MESSAGING - TERMS AND CONDITIONS

Applying to Become an Approved Recipient:

Applicants will be required to acknowledge these Terms and Conditions and the Personal Data Handling Statement when submitting the electronic application form.

By submitting your details for application, it is understood that you understand and agree to these terms and conditions.

Applications will be processed by your local Administrator and approval will be at their discretion and in accordance with the Merseyside Police Neighbourhood Watch Policy.

General Security:

Passwords are personal. They must be kept safe and never be passed, loaned or revealed to other people, including family or the closest of colleagues and friends.

Passwords should be a unique mix of at least 8 letters and numbers. They should not comprise of a name or something associated with you, a dictionary word or a password that you have used before. Where it is suspected that a password has been compromised, it must be changed immediately. If passwords are written down, the letters and numbers should be disguised with other text.

Examples of bad practice in the selection of passwords are the use of an individual’s own name(s), the names of family members, house or pet names, combinations of postcodes and car registrations.

No unauthorised persons are allowed to access the Messaging or Forum areas.

Any inappropriate use of the system by an approved Recipient will result in the immediate removal of the User from the system.

Use of Knowsley Community Messaging Information:

The alerts and information are intended to be used to keep recipients up to date with crime and community safety information in their neighbourhood and must not be used in a manner as to unduly raise the fear of crime.

The information may be included in local newsletters with a balanced view of other good news articles.

Privacy Policy:

Details of approved Recipients will be handled in accordance with the Personal Data Handling Statement read and agreed by applicants at the time of applying.

Information provided to Merseyside Police by users of this website will be treated in full accordance with the Data Protection Act. Under no circumstances will we sell, trade, rent or otherwise disclose your details to others unless required to do so by law or have received your fully informed consent to do so.

PERSONAL DATA HANDLING STATEMENT

1. The personal data of Neighbourhood Watch (NHW) scheme co-ordinators and members who sign up to receive Ringmaster messages, as well as other community messaging recipients not part of an organised Watch scheme. is held on a computer database. This personal data consists of:

 Name, Address, Telephone and/or Fax numbers, E-mail address.

2. The personal data held by Knowsley Community Messaging System will be used for preventing and detecting crime and giving assistance to Watch Schemes and other Community Groups in accordance with Force policies and procedures.

3. The data may be used by Police personnel for the purposes described at 2 above, within the terms of the Merseyside Police Force’s and Knowsley Borough Council’s notification with the Office of the Information Commissioner.

In the case of Neighbourhood Watch, the Merseyside Police Neighbourhood Watch Association, legitimately permitted to hold personal data for the purposes of providing support to Neighbourhood Watch.

Knowsley Borough Council use an outside company for the supply and maintenance of the Ringmaster system. All data is stored on their computer systems on behalf of the Merseyside Police and Knowsley Borough Council . All possible security measures are taken to protect your information at all times.

4. Data of coordinators of comparable Watch schemes may be passed to:

The National Neighbourhood Watch Association, Neighbourhood Watch Support Groups, Watch Associations or Merseyside Police Volunteers not holding separate Data Protection Notifications, whilst working in partnership with the Police, for the purposes described at 2 above or co-ordinators from schemes adjacent to yours held within the geographic area supported by your Merseyside Police Watch Administrator. The Merseyside Police Force will not, however, divulge any personal data to prospective members within a scheme area or where the co-ordinator is operating a covert scheme. Under these circumstances, persons seeking to contact a Neighbourhood Watch Scheme will have their name, address and telephone number taken and then passed on to the relevant co-ordinator for them to make contact with the enquirer direct.

5. Once placed on to the database, the personal data can only be accessed by authorised users of the system. Computers are password protected.

6. The database is updated as and when inaccuracies are identified in the course of ongoing liaison, and in any case will be subject to a full audit at least every four years.

7. Nothing contained in the Statement affects any local agreements where scheme co-ordinators or others have entered into agreements, which make their personal data more widely available.

8. Personal details will not be disclosed unless required by law and will not be disclosed to any commercial organisation.

Protection of Personal Data The unauthorised use or disclosure of personal data is a criminal offence under the Data Protection Act 1998 and the Computer Misuse Act 1990.
